January 1, 2020 will forever mark the end of cannabis prohibition in Illinois. The war on cannabis devastated entire communities and left many unemployable with criminal records. In May 2019, Illinois legalized adult-use cannabis cultivation and sales through its legislature to become the 11th cannabis recreational state. Many fear the social equity provisions in the new law will not actually manifest in the form of ownership and prosperity for those most impacted by the war on cannabis. The Illinois law aims to give a boost to cannabis industry license applicants for social equity. As regulators score applications, a set of points will be awarded to those who either live in a designated “disproportionally impacted area,” have a low-level drug record or have a close relative with one, or are able to prove that employees hired meet those criteria.
